    the meaning changes quite a lot as long as there is punctuation or not.
    if so, "Eso es todo(,) que tienes", would be "That's all(,) what do you have"
    otherwise "Eso es todo lo que tienes", would be "is that all you got"

    in the case where the comma is not there, simply, it makes less sense to anyone and we just assume the artist was wrong. I also assume that most of us who speak Spanish natively ignore the lack of "lo" when reading.
    I hope I was able to explain it well, I'm not very good with English either
