    1600 is 4:00 PM. The 73 cannot exist, because we only have 60 minutes to an hour. That's what's wrong with the comic. 5:13 PM is 1713 in military time.

    It's just called the 24-hour clock, it's actually the most used system in the world (and I think that it's way better than the 12-hour clock)

    Also 16:73 don't exist, it will be the equivalent to 4:73PM in 12-hour clock.

    Note on military time

    The military time, it's a special case of 24h clock, it's written with 2 digits for the hour and minute, without the ":" and add a letter at the end to specify the timezone example:

    1305Z 13:05 UTC+00:00 01:05PM UTC+00:00
